Most institutions recognize the value of the image data collected over the years. When changing PACS vendors the issue of preserving this collected information becomes obvious. PACS data migration is an arduous process, not only it takes a long time because your old storage system is not designed for Mass retrieval of data, but it also requires a data cleansing operation in almost all cases, One is dealing with data in many cases 5 or even 10 years old. The DICOM standard has evolved, and some old modalities were notoriously lax in adhering to the standard. People came up with custom solutions to make their workflow operate, and all those "solutions" are encoded in your historical headers. Most PACS are not prepared to ingest this information.
